Why this is being asked

Attendance in the first hour drops sharply on winter mornings, and the transport office reports more late arrivals between November and February than in any other period. A 45-minute shift would also move the school day clear of the worst of the morning fog.

What will be done with the result

If supported, the change will apply to government primary schools in the city for the coming winter and will be reviewed at the end of February. Attendance figures before and after will be published.
